The meeting was called to order at 7:00 PM by President Easton Craft. Board members present: David Fosmire, Cindy Esselman, Maggie Taber, BJ Oneal, Steve Johnston, and Brian Branagan.

PRESIDENT, Easton Craft –
As previously reported, on August 20th Judge Shaffer ordered Carlson to pay the Club sanctions as attorney’s fees in the amount of $148,435.11. The Judge subsequently entered another Order confirming the Club’s right and authorizing the Club to assess additional fines and attorney fees against Carlson and to bring a collection action for them if necessary.
Since entry of the Orders, which Carlson appealed, non-compliant vegetation on the Carlson lot has been addressed. Mr. Carlson and Club counsel have also been discussing potential settlement.
Storm Creek: We received word from the City of Shoreline that the King County Conservation District approved a $225,000.00 grant to address Storm Creek issues. This was not the total amount the City requested but is nonetheless a significant milestone.
Hjelle: There has been a lot of activity over the last month in this compliance lawsuit just as there was in the month before. There will be a hearing before the Judge on October 11th on the parties’ cross-motions for summary judgment which have been the subject of extensive briefing. Whether the trial now set to start on December 2nd occurs will depend on the outcome of the summary judgment motions.
Miscellaneous Compliance Issues: The Club has consulted counsel over the last month on several compliance issues, including ones having to do with building/remodeling and with potential division of a lot. A compliance hearing was held on September 12th for the McNaughton property
Hidden Lake: As noted last month, the City is planning a project potentially involving elimination of Hidden Lake. Easton Craft has invited John Featherstone from the City’s Public Works Department to attend a Club meeting in November to present information and answer questions about the project.
VICE PRESIDENT/COMPLIANCE, Dave Fosmire –
NOTE: All Compliance hearings are held at the Innis Arden Clubhouse at 7:00PM unless noted otherwise.
Dave, Jim, and Steve will be consulting with one another and the club’s counsel regarding various ROW tree challenges and how to interact with the city about such.
Dave asked for, and received, board authorization to send letters to three residents on 175th Street (Sullivan, 1250 NW 175th; Hall 1240 NW 175th) regarding potential out of compliance trees. These hearings will be at 11/14/19 at 6PM and 6:30PM, respectively.
BUILDING AND REMODEL, Cindy Esselman –
October 8, 2019 Building and Remodel Projects reviewed
16767 16th Ave NW
The proposed addition of a 710 SF attached carport/including some storage area, to the eastern, front portion of the property. The addition will have the same the dark metal roof as the existing house as well as the same façade materials as the existing home.
The Board unanimously approved the addition of an attached carport on the Gustad/Ray property at 16767 16th Ave NW as proposed in the submitted plans.
18737 Ridgefield RD NW
The proposed addition consists of a garage and workspace on the backyard side of the existing home. The addition will be mostly below ground, and underneath an existing exterior patio. The new roofing will be a deck with a new railing. The siding that will be visible will match the existing house.
The Board unanimously approved the garage addition on the Morales property at 18737 Ridgefield Road NW as proposed in the submitted plans.
18261 Springdale Ct NW
Tear down and rebuild of a new home
The proposed plans involve tearing down the existing house and rebuilding on the exiting foundation. There is an out of compliance carport on the southern portion of the property that is currently attached to the house that will be removed.
The roof will be a dark material. The trim will be of wood in dark earth tones. The siding will be a mix of dark wood and stone in earth tones.
The Board unanimously approved the plans as presented for the Orme property at 18261 Springdale Ct NW.

Tear down and rebuild of a new home
TREASURER, Jeff Gough –
Jeff is actively working with our bookkeepers on a proposed 2020 budget and will try and get that out for community feedback once he’s had a chance to get input from all Board members.
The Frazer Cook property at 18005 10th Ave NW sold in September, yielding $47,500 in fines paid out to the Club at closing. These fines stemmed from a Board Decision stemming back to 2013 compliance matters.
At the close of September, the Club Operating Checking balance was $25,604, the Collections Savings balance was $92,066 and the Asset Reserve Savings was $277,166.
CLUBHOUSE, Brian Branagan –
The compressor for the clubhouse freezer was replaced in early September. The compressor was under warranty, but the cost of replacing the coolant required four hours of labor with brought the cost to $1067.85. Shortly after that, the control panel on the kitchen refrigerator failed. It cost $1126.73 to replace it.
September rentals included one fundraiser, two client appreciation events and birthday party celebration.

GROUNDS, Jim McCulloch –
2019 Objectives for the Grounds Committee:
- Maintain and improve the existing lawn and planting beds around the Clubhouse
- Maintain the Innis Arden Main Entrance and other Innis Arden Entrances.
- Improve lawn areas by removing moss and re-seeding.
Work Items Completed Last Month:
- Main Entrance:
- Weekly maintenance.

Work Items Scheduled this Month:
- Continue weekly maintenance of Grounds and Entrances.
- Irrigation is shut down and winterized 10/14/19.
- Lawns are “sweetened” with lime to discourage moss.
- In triangle area between 14th Ave NW and Springfield, over the next two months, plants will be pruned back, and blackberries removed.
- 18742 Ridgefield Rd. NW (One 30” Conifer): Trees removed 9/3/19; replant this fall.
- 16904 14th Ave NW (Two 14” Spruce): Trees removed 9/10; planting this fall.
- 18747 Ridgefield Rd. NW (One 18” Pine): Permit approved; work to be completed this November. Homeowner has agreed to pay for all costs for this work.

- Fields are NOT reserved; use is on first come first serve basis.
- At least one member of the team must be a member of the HOA.
- Team must provide the Grounds Chairperson a copy of their Certificate of Insurance showing Innis Arden Club as additionally insured, prior to use.
NATURAL RESERVES, Steve Johnston –
The trails were weed whacked and cleared of overhanging brush as needed.
The Boeing Creek Gate was adjusted so that it no longer rubs on top of the latch plane after it closes and is now easier to open. It may require further work if it starts sticking again. The lock mechanism itself is okay.
The large 1-plus ton concrete barrier at the top of the Bear Reserve trail was righted by recessing it into the hillside so that it is no longer tilted downhill and in danger of falling over.
Further trail improvements were scheduled for the next two months.
A rotten Scouler Willow fell onto the west end of the Running Water trail and was cut up and removed.
A large Madrone failed and landed across the Blue Heron side trail between the hair pin turn and NW 186th, and was then removed from the trail. This is the second large Madrone to fail in Blue Heron in the 6 weeks.
Garden Cycles has continued seasonal invasive plant control in Coyote, Blue Heron, Grouse and Eagle Reserves.

Oktoberfest was a festive affair. Around 75 attendees were treated to a traditional German menu, tasty beer from Gallagher’s and a live Bavarian Polka Band. And of course, there was the Chicken Dance! Big thanks to Tim & Mary Cleveland and Robert & Tierna Buchmayr for co-chairing, and to all the volunteers who helped put on a great evening.
Rummage collection should begin in November. The pool house is not available in October. Please contact Maggie Taber, Rummage Chair, with any questions.
The Annual Holiday party will be Saturday, December 7th. Chairs Kelly and Julie Sanders have been running the Holiday party for several years – they are hoping to co-chair with and mentor some new volunteers to keep this great annual tradition going!
